That is the way it works with planning for a construction project too. My architect and I were meeting with a potential client yesterday for an addition project, and they said “I wish there were a book that told you the steps for going through this process. I’m afraid of getting things in the wrong order and messing something up.” Couldn’t have said it better myself. It is scary. There are probably 153 books on Amazon on “The Steps To A Construction Project,” but why do so many people end up mystified or unsatisfied with the process? The traditional model for planning a construction project... The traditional model for planning a construction project… (Click to enlarge) Let me share a simple way we have found to help planning for a project work more better (ex-English teacher here). The secret is timing: this before that, that before the other. Imagine the design/construction process being like a giant funnel. Traditionally (the way I learned to do it 20 years ago), the client tells an architect and/or contractor what they want, the architect draws a plan, the contractor (or three or four) gives them a bid, there is some quibbling, and a contract is signed (small end of the funnel). Then as the project goes, the client, architect and contractor start discovering each others’ visions ...and the ideal model. (Click to enlarge). …and the ideal model. (Click to enlarge). “Oh, that’s our tile? That’s not our tile.” “Oh, that’s behind the wall? How did that get there?” By the time the project ends, there is a vast difference between what the client thought they would pay and what the project actually cost (big end of the funnel). Narrow to wide. To be clear, in something as complicated as changing someone’s home, there will always be unknowns. We are years into honing this process trying to remove as much uncertainty as possible — we still get surprised now and then. However, it is still possible to flip that funnel so that the process starts really vague (big end of funnel), then through a series of conversations (we call them “discoveries”), the contractor and architect discover what the client wants, and the client discovers what their needs look like and cost, which then impacts what they think they need. Vague to specific. It is a big feedback loop. A cycle. (Cue Elton John singing “The circle of lihihiiife!”) Put the right questions in the right order, the right people listening to each other at the right time, and the whole messy scary process becomes a lot less messy-scary. (Note I didn’t say it wasn’t messy-scary, just LESS messy-scary”). To sum it all up, there are a couple of key elements that will need to be a part of planning a successful project: Go from vague to specific through a series of discoveries. Timing is everything. Right things in the right order. Have the right people in the room for those conversations (you want a team of people who are each talented in different areas — design, construction, budget — that can collaboratively represent their piece of the project Get as much of the project built “on paper” as possible before signing a contract. There will still be plenty of stressful times in a big remodeling or construction project, but this will make it much more successful. The ambitious project seems to cost much more than planned, and its completion has been delayed. She feels the politicians have cheated her - after all, she's also financing the project through her taxes! So why do big public building projects in Germany often face such major cost overruns? Well, let's say Julia wants to build a house: She commissions a construction company, generally choosing the one that makes the cheapest offer. The company starts building her house. However, the first problems occur quickly: material costs go up, the garage costs extra, and the planned terrace means getting a building permit which she doesn't have. Completion is delayed, and the planned costs explode, because Julia, when it came to potential risks and additional costs, didn't budget enough. That's exactly what happens with public construction projects. When a project is in the planning, the tender goes out to several competing building companies. Like Julia, a decision is made by the awarding authority - generally in favour of the cheapest bid. On the one hand, that's because it will probably then face less politicial opposition, and, on the other hand, because that's what public tender regulations require. But: the cheapest offer isn't always the best. The construction companies estimate costs when tendering for public building projects as low as possible, because there are always items that haven't been considered in the tender. Construction companies exploit that. The politicians know about this, but even higher costs make it less likely that voters will approve the project. And thus cost estimates are, from the very beginning, far below what's realistic. Building work starts, but even then, additional costs are concealed. Because halting a project in the middle of construction would threaten the jobs of workers, architects and planners. Changes to construction plans, special wishes, fluctuating material costs or requirements for special permits mean costs rise radically. So how can this be prevented? Construction costs should be calculated realistically. To do that, apart from revamped tender regulations, what's needed are independent inspectors with experience of big construction projects. In addition, the construction company's building plans need to be more precise and a construction schedule that's realistic has to be pinned down. That means that the construction company can complete the project successfully the politicians manage to cling to their reputations, and Julia doesn't have any reason to get worked up anymore. Along with everybody else, she's happy that her taxes are being invested sensibly.

Construction bidding is the process of submitting a proposal (tender) to undertake, or manage the undertaking of a construction project. The process starts with a cost estimate from blueprints and material take offs. The tender is treated as an offer to do the work for a certain amount of money (firm price), or a certain amount of profit (cost reimbursement or cost plus). The tender, which is submitted by the competing firms, is generally based on a bill of quantities, a bill of approximate quantities or other specifications which enable the tenders to attain higher levels of accuracy, the statement of work. For instance, a bill of quantities is a list of all the materials (and other work such as amount of excavation) of a project which have sufficient detail to obtain a realistic cost, or rate per described item of work/material. The tenders should not only show the unit cost per material/work, but should also if possible, break it down to labour, plant and material costs. In this way the individual who is selecting the tender will be quite confident that the tender is feasible. Bids are not only chosen on cost alone. Sometimes contractors submit lower tenders to win the contract and win the work. Either the costs that the contractor incurs are greater than the price he is charging the client (as a consequence of a lower tender determining the contract sum), and thus is likely to go insolvent, or he will claim for "loss and/or expense" due to discrepancies in the contract documents (this can be done deliberately). The lowest tender is not always a feasible tender. The lowest tender is the most likely to increase the contract sum the most throughout the course of the project. Bid solicitation is the process of making published construction data readily available to interested parties, including construction managers, contractors, and the public. There are several services, including government entities and private plan rooms, that allow project owners to release project details to solicit and obtain contractor bids. These services act as a gateway for project owners to release project information to a large group of contractors, general contractors or subcontractors in an attempt to solicit bids. Many of these services are subscription based or charge a flat rate for project data. Depending upon the language in the bid proposal, a subcontracting construction company could make its bid final, and, if accepted, a legally enforceable contract is created. In these circumstances, upon determination by the general contractor that a bid is the lowest offer, it can accept the bid and upon acceptance, a subcontractor cannot renege or revoke its offer. The language of the bid or offer can impact the court's determination of whether the subcontractor intended for further negotiations to take place, or whether the bid was intended to be an option or unilateral agreement to enter into a contract upon acceptance of the offer. The most common methods of construction project delivery include design-bid-build (DBB), the design-build (DB), the construction-manager-as-constructor approach and a negotiated approach. Each of these methods have advantages and disadvantages and they all can be used to successfully plan, design and undertake a given construction project.
